Does anyone does wholesale deals in Norfolk Va I wondering how you do it since in Va you would need a real estate brokers license

You’re right: if you’re marketing or negotiating a deal on behalf of someone else for a fee, that looks like brokerage and VA expects a license.
Most wholesalers either:
Go on title and then resell (double close), or
Put the property under contract in their own name and assign their contractual interest – not the property itself.
Big points: don’t advertise a property you don’t control, don’t present yourself as an agent, and be clear you’re selling an assignable contract interest.
